League balance question???

So issue in my one league we have a veto system but it’s very “has to be a trade rape” well beginning of year guy sold his whole team for Pennie’s on the dollar and I had mentioned I was worried about his team, the league told me he’d be fine. Now two weeks ago a team gets a trade declined due “competitive balance” which was never a standard.
