Dynasty Rookie Auction Pick Value Assignments

We are wanting to start up a dynasty league with auctions every year. How do you determine how much rookie $ the different slots are worth? Obviously the 1.01 and 1.07 shouldn’t be the same, but we also don’t want the 1.01 to be too over valued, nor do we want rebuilders to be completely stuck.
