As a Commissioner, do I let this unique scenario play out?

I co commish a 12 team SF Full PPR dynasty league and had an interesting scenario that I'm unsure how to handle. This morning I had a manager that is new to the league for this upcoming season, who took over an orphan team, flat out drop Tyler Shough to waivers. Reached out to the guy and asked if it was a mistake or what happened. His only response was verbatim "I was never a believer in him and he was drafted by the previous manager and I don't want him" He currently has Cam Ward, Tua, and Daniel Jones as his only other QBs on the roster. I guess I'm just baffled that he thinks the other 3 are better and he rather keep a waiver fodder guy like nick chubb or jaleel McLaughlin on his roster than keep and trade Shough for something valuable. The other commish wants to add him to the 26 rookie draft because he thinks once waivers open it’s going to be a mad dash to dump all FAAB and it’ll go to the first priority person which feels like giving that person an extra first round pick because Shough’s value is averaging the 1.07 rookie pick this year. Do I just let it happen because the guy really just doesn't think he's valuable/worth anything?
